According to a political expert at the University of Prince Edward Island, the absence of most key leaders at the annual meeting of northeastern U.S. governors and Canadian premiers is not unexpected. Don Desserud, who heads the political science department at UPEI, noted that the lack of attendance reflects the current state of affairs amid an escalating cross-border trade dispute.
Only Premier Tim Houston of Nova Scotia and Premier Rob Lantz of P.E.I. from Canada participated in the 47th annual conference of the New England Governors and Eastern Canadian Premiers, which concluded on Monday. Vermont Governor Phil Scott was the sole state governor out of six in attendance, with the rest represented by proxies.
Explaining the no-shows, Desserud suggested that premiers more focused on practical solutions may have little interest in such gatherings considering the strained relations between the two nations. He emphasized that the significance of the meeting lies more in symbolism than in tangible outcomes in the current political climate.
Regarding the absentees, New Brunswick Premier Susan Holt remained in the province to address local priorities, delegating her trade policy head Serge Breau to attend. Newfoundland and Labrador Premier Tony Wakeham and Quebec Premier Christine Frechette could not attend, sending officials in their place.
The conference attendance has dwindled in recent years, with lower-level officials representing several states at past meetings. The ongoing trade tensions, marked by tariffs imposed by U.S. President Donald Trump, may have discouraged some leaders from participating.
In a post-conference statement, Governor Scott acknowledged the strained Canada-U.S. relationship and stressed the importance of cooperation among governors and premiers. The attendees explored opportunities in clean energy, advanced manufacturing, and regional economic growth during the two-day event.
Despite the challenges, Desserud highlighted the value of such gatherings for fostering understanding among provincial and state leaders. He emphasized the importance of maintaining connections beyond current trade disputes, envisioning a future where relations are not dominated by tariffs and trade conflicts.
