Four individuals implicated in a probe regarding the production of explosives and firearms in London, Ontario, are now confronting 19 additional charges as per recent court filings. Jerry Tong, Zekun (Alex) Wang, Fei (Frank) Han, and Feiyang (Astrid) Ji were initially charged in January. All four have ties to Western University, either as students or recent alumni, with the male trio having backgrounds in the university’s engineering sector. The revised set of charges presented to the Ontario Court of Justice totals to 31 distinct allegations. The charges encompass collective accusations against all four individuals as well as specific charges against each accused party.
The fresh charges involve the possession of five specific explosive elements, possession of stolen assets, and access to computer data linked to the creation of firearms. The comprehensive investigation traces back to January 24 when law enforcement responded to a nocturnal trespassing incident at Western following an intrusion by two individuals into one of the institution’s engineering facilities. One individual was apprehended outside the building, leading authorities to a residence in the nearby University Heights neighborhood where the remaining three suspects were detained.
Police conducted an extensive search of the residence at 212 Chesham Place, where Wang, Han, and Ji resided, along with two additional properties in Orléans, a suburb of Ottawa, and Gatineau, Quebec. Upon their initial arrest, the quartet faced various firearms charges, including the manufacturing of a handgun and possession of a loaded restricted handgun. The new charges against Tong, Wang, and Ji involve possession of magazines and suppression devices, as well as possession of another prohibited firearm. Additionally, Tong and Wang are accused of handling and carelessly storing a rifle.
Tong, bearing the bulk of the charges, faces supplementary counts related to events in other cities, including storing rifles in an Orléans residence, manufacturing a prohibited firearm in Ottawa, and possessing a rifle in an unauthorized location in Quebec. While Tong possessed a firearms license, several charges against him pertain to possessing a firearm in a location not specified in his license.
Wang faces charges for manufacturing a weapon between September 1, 2025, and January 24, 2026, while both Wang and Tong are accused of breaking into a Western building on October 9, 2025. The accused individuals are further charged with possessing explosive substances, namely pentaerythritol tetranitrate (PETN), trinitrotoluene (TNT), dinitrophenol (DNP), hexamethylene triperoxide diamine (HMTD), and lead azide.
The individuals also face a new charge of possessing property from Western University valued at less than $5,000. Additionally, Wang is charged with accessing computer data related to firearms or prohibited devices, specifically design files usable with a 3D printer, metal milling machine, or similar system to manufacture a device.
Currently, Tong faces 28 charges, Wang faces 20, Han faces 11, and Ji faces 13 charges. Two individuals are out on bail while the other two remain in custody. Tong opted against seeking bail and is detained, while Han was denied bail and remanded in February. Wang was granted bail in March under strict conditions, including 24-hour house arrest and continuous supervision from two sureties, each posting $200,000. Ji is also out on bail without any sureties.
